There’s a widespread and dangerous assumption among executives: that a robust enough AI system can compensate for weak organizational decision-making. It can’t. AI functions as a magnifying lens for the judgment already inside an organization — it doesn’t replace that judgment.
Research from Fountaine et al. (2019) found that failed AI initiatives are typically rooted in organizational gaps — unclear decision rights, poor data governance, misaligned incentives — rather than technical shortcomings. The algorithm simply operates inside those existing gaps, at scale, exposing what a slower, more forgiving human process used to quietly absorb.
The well-documented case of a healthcare risk-prediction algorithm makes the point concretely. Obermeyer et al. (2019) traced its racial bias back to a single human decision: using healthcare cost as a proxy for medical need. The algorithm didn’t invent that flawed judgment — it inherited it, and then scaled it with a consistency no group of individual humans ever could have.
As Duncan (2026) points out, the more AI takes over routine analysis, the more leaders need judgment-based discernment rather than technical expertise. The scarce skill shifts from “can we build this” to “does this output actually warrant action.”
Three exercises worth practicing:
- Identify the upstream human judgment behind an AI decision your organization already trusts.
- Correct how you’re attributing outcomes — is it really the model, or the judgment behind it?
- Before scaling anything, pre-test whether running your organization’s current judgment at higher speed actually produces the outcome you want. If the judgment underneath is flawed, speed just gets you to the wrong answer faster.
With 2027 prior authorization mandates approaching, organizations need to strengthen governance and executive judgment before they deploy AI — not after — so existing weaknesses don’t get amplified into enterprise-level risk.
